To find London in the game, you need to perform a hostile intelligence mission. First, you go to the Toliman system, which is close to the solar system. Then, look for Forward Base 441 landing site on Toliman II. When you get there, talk to Saira Hatoum and she will give you the password to enter London.

How to find London in Starfield?

Start the UC Vanguard questline:

To find London, you need to complete the UC Vanguard questline in the game.

To Liman II:

London (Londinion) is a city located on the planet Toliman II. To reach it, you first have to travel to the planet. Toliman 2 is located in the Toliman system, not far from the solar system.

If you are currently on a UC Vanguard mission that sends you to London, open your mission menu in the game.

Select target:

In the mission menu, select the objective related to London. This should be part of the UC Vanguard questline.

Jump to Toliman system:

Since you’re probably on Mars when you start this mission, you’ll need to jump to the Toliman system. This system is where Toliman II resides.

Looking for Forward Base 441:

After arriving in the Toliman system, search the forward base 441 landing point. The site will be marked with a mission marker that says “Get to London”.

Talk to Serah Khatoum:

After locating Forward Base 441, you will talk to the base commander, Saira Hatoum. She will provide you with the unlock code you need to access the City of London.
