To start this side quest, first complete the “Talking About a Revolution” quest. After that, wait six in-game hours and you’ll receive a message from Judy. Wait another six in-game hours before you can begin the mission. Go to Japantown’s giant building H8 to meet Judy. Talk to everyone there and take the elevator to the maintenance floor.

Destroy enemies

Once you reach the maintenance floor, you’ll encounter three enemies that need to be defeated. Afterwards, find Judy near the control panel. Then, return to the elevator and head to the roof of the building. If your physical welfare reaches level five, you can break the fence, or use the nearby air conditioning unit to climb up. Keep fighting the enemies until they are all defeated. Later, enter Maiko’s office and attend the meeting.

Task selection

During the meeting, you will have options when talking to the Tiger Claw boss. Choose the options that make the most sense to you, but remember that they have consequences. If you tell Maiko that she’s gone too far, you’ll be told to eliminate everyone in the room. It was the right choice to please Judy.

On the other hand, if you ask Judy to stop, Maiko becomes the new cloud leader. This option may end any chance of a romantic relationship with Judy, so avoid it if that’s your goal.
